Added command panel that can be brought up with /help. it displays a list of all emoticons and their commands.

cleaned up code so it will be easier to add more emoticons in the future

fixed the damn shrug ONCE AND FOR ALL. the shrug is meant to appear correctly when posted in a comment, do no delete the 'extra' slashes, they prevent markdown from affecting the shrug!
