add a button in qBittorrent WebUI to tag torrents with tracker error

UPDATE: 先删除现有tag，以免上次运行后未手动处理导致的标记不准确问题
多tracker种子只要有一个tracker正常工作，就不会被标记（感谢wjcjttl(jiang925)的贡#）
